Land Planning Services

MLA is an Alaska Native majority owned and managed firm with a vested interest in rural Alaskan villages.  Sharon McClintock is MLA’s President, Senior Planner and General Manager and oversees general operation of the company. MLA’s strength is its familiarity with Alaska land issues and its experience in rural Alaska.  President Sharon McClintock is a shareholder of Sitnasuak and Bering Straits Native Corporations, and is a well known authority on Alaska Native Land Claims.  MLA is certified as a Disadvantaged Business Enterprise by the AK DOT&PF in Photogrammetry & Mapping, Transportation Planning, ROW Acquisition & Negotiation, Unlicensed Construction Surveying, & Drafting/Reproduction Services. 

MLA’s Land Planning Services offers a unique range of planning services oriented towards Alaska villages and implementation of the Alaska Native Claims Settlement Act. Our professional planning staff has extensive experience in all aspects of Alaska land issues including site control, right-of-way/easement negotiation and acquisition on restricted and unrestricted lands, ANCSA 14(c) Technical Assistance, land status research on all aspects of land development and community improvement projects, IRR Inventories, airport planning, and riparian rights. MLA specializes in providing services to Alaskan communities throughout the State, ANCSA Corporations, Municipalities and Tribal Governments, Housing Authorities, and Regional Nonprofit organizations.  MLA also provides land support services for engineers, architects and Government agencies.

From 1981-1989 Ms. McClintock worked with Alaska Native Foundation (ANF), as a Land Specialist/Director of the ANCSA 14(c) Technical Assistance Program.  This work with ANF entailed frequent travel to nearly 50 villages around the State, and as Director, she coordinated logistics and maintained communications with villages, regions throughout the state in an effort to provide technical assistance to villages.  During the course of this job Ms. McClintock acquired valuable experience in efficiently operating in bush Alaska as well as gaining hundreds of important contacts around the State.  Her 35 years of ANCSA land implementation makes her one of the foremost authorities of Alaska Native Land Claims in the State.

Specific MLA projects involved in:

  • Assist funding agencies to acquire site control and rights-of-way for numerous projects such as Teller Clinic, Quinhagak Landfill, Atka Airport, Roads and utility easements, Kotzebue roads and Marshall Easements, and Bethel Airport, easements and roads.
  • Community mapping projects land status research for six villages in the Aleutians East Borough, ten villages in the Northwest Arctic Borough, 17 villages in the Bering Straits Region, nine villages in the Ahtna Region, three villages in the Kenai Peninsula Borough, and eleven villages in the Bristol Bay Region.
  • MLA has a long term project with the State Department of Transportation and Public Facilities to obtain Avigation Easements for homes around the Anchorage airport.
  • Project Coordinator for numerous BLM Cadastral Survey Projects to coordinate local hire, housing rentals, training of local people, set up accounting systems, and manage camp and field office.  Projects inlcuded Shishmaref, Buckland, Deering, Bethel, Mekoryuk, Tununak, Chevak, Newtok, Noatak, Atka, Akutan, Russian Mission, Marshall, Shungnak, Kotzebue, Akiachak, Kotlik, Emmonak, Alakanuk, Hamilton, Chuloonawik, Bill Moore’s Slough, Nunam Iqua, Tuntutuliak, Kongiganak, Kwigillingok, Eklutna, Ninilchik, and Nome.
  • Land consultant for ANCSA village corporations for as Bethel, Russian Mission, Shishmaref, Nome, Kotzebue, Atka, Akutan, Knik, Tyonek, Eklutna, Minto, Chickaloon, Kotlik, Naknek, Mekoryuk, and Brevig Mission and organizations such as the Aleutians East Borough, Northwest Arctic Borough and the City of Kotzebue.
  • Researched the ANILCA 1407 Shareholder Homesite Program for Bethel Native Corporation. Updated BNC’s comprehensive land policies.
  • Prepared land status reports for the Chignik Connectors Project, Kotzebue Airport, Teller Airport and rights-of-way, White Mountain, Manokotak, Ekwok, Cold Bay, Stony River and Atka Airports.
  • Instrumental in obtaining Congressional legislation to remove reverter from Shishmaref Airport so land could be conveyed to the corporation and used for housing.
  • Involved in land selections with Cook Inlet Regional Corporation villages, BNC and Ekultna.
  • Instrumental in helping to streamline the ANCSA 14(c) Maps of Boundaries submittal process by BLM.  Also succeeded in getting BLM to survey corners of rectangular net Native Allotments throughout the state which previously lacked monumentation.
  • Facilitated numerous ANCSA 14(c) workshops throughout the state.
  • Assisted numerous ANCSA Village Corporations in completing their 14(c) reconveyance obligation from settling valid claims, negotiations with their municipalities to survey of the lands and granting of deeds to vested claimants and the City or State.  Key corporations include Bethel Native Corporation, Sitnasuak Native Corporation, Atxam Corporation, Akutan, Nelson Lagoon, Wales Native Corporation, Kikiktagruk Inupiat Corporation, Russian Mission Native Corporation, Maserculiq Corporation, Shishmaref Native Corporation, and Danzhit Hanlaii Corporation.
